Around the end of the current year, the tender for the recruitment of a contractor responsible for the operation, maintenance, repair, and partial upgrade of the Limassol Municipal Solid Waste Facility (OEDA) and the Waste Transfer Station (WTS) of Limassol district, for a transitional (interim) period, as well as for providing support, is expected to be announced, stated to “Entrepreneurial Limassol” the Senior Executive Engineer, Head of the Solid Waste Management Service at the Water Development Department (WDD), Kyriakos Kapris.
He added that the Water Development Department (in its capacity as the Contracting Authority) is advancing all the necessary procedures for the tender, through which the contractor will be responsible both for the repair and maintenance of the existing equipment at the Pentakomo OEDA facility and for implementing the absolutely necessary upgrades.
According to the Head of the Solid Waste Management Service, at this stage the assessment of the existing situation by independent certified consultants has been completed, and the required tender documents are being prepared. At the same time, the Project Note (PCN) has already been drafted and is under review by the Directorate General of Development of the Ministry of Finance.
“Once the Project Note is approved, a tender can be announced for the preparation of the required Feasibility Study, in order to secure all relevant approvals, after which the tender for the contractor will follow,” Mr. Kapris stated.
As is known, the Water Development Department awarded a contract on 6 February 2025 to a specialized firm for the provision of services related to the preparation of the tender documents for the recruitment of a contractor, responsible for the operation, maintenance/repair, and partial upgrade of the OEDA Facility and the Waste Transfer Station of Limassol district, for a transitional (interim) period and for the support of the Contracting Authority.
These interventions are expected to significantly improve the operation and efficiency of the facility, as they include the upgrade of the anaerobic biological treatment unit to allow it to accept separately collected organic waste, as well as the upgrade of the Leachate and Liquid Waste Treatment Plant for the processing of leachate and the Phase B of the Sanitary Landfill.
The Senior Executive Engineer of the WDD, responding to a related question submitted by “Entrepreneurial Limassol”, stated that, so far, two (2) competitive tenders regarding the disposal of various streams of recyclable materials recovered at the Pentakomo OEDA Facility have been awarded and completed. He added that at this stage, the procedures are expected to be finalized and the third sequential competitive tender awarded.
The contractors will be responsible for collecting the waste, using their own personnel and equipment, from the Limassol OEDA Facility, and will transport it with their own vehicles to a licensed facility for further management.
