Smart water network taking shape in Limassol – Digital twin and new operations centre on the way

The installation of smart water meters in Limassol, under a pilot programme, is entering its final phase, with 78,800 of the total 80,000 meters planned under the “Limassol Smart Water Network – Living Lab” project already installed. The works are expected to be completed by the end of June 2026.

According to the Limassol District Local Government Organisation, efforts are now focused on individual cases and areas where meter replacement could not be carried out during the mass installation phase due to technical difficulties, restricted access, or closed premises. The Organisation is calling on consumers experiencing access issues to contact its services so that installation appointments can be arranged.

As “Entrepreneurial Limassol” has learned from the Limassol District Local Government Organisation, plans also include expanding the system to additional water meters in the future. It is noted that approximately 145,000 water meters are currently operating across the greater Limassol area.

The project is funded with €13 million through the European Union’s Recovery and Resilience Facility and extends beyond the installation of smart meters. It also includes the development of a comprehensive digital monitoring system for the water network, incorporating pressure and water quality sensors, as well as the creation of a Digital Twin—a virtual replica of the city’s water distribution network.

As part of the project, around 200 pressure sensors, 60 chlorine sensors, and 20 multiparameter water quality sensors have already been installed. Combined with data from the smart meters, these devices will provide continuous monitoring of the network’s operation. According to officials from the Organisation, the project’s most significant benefit is not only enabling consumers to monitor their water consumption electronically, but also allowing precise measurement of the water entering and leaving the network. By comparing these datasets, leaks, faults, water losses, and even unauthorised usage can be identified much more quickly.

The pressure sensors will work alongside consumption meters and the central meters of individual District Metered Areas (DMAs), enabling the early detection of potential faults through changes in network pressure before they become visible. Data from the meters has already begun reaching the Organisation’s offices, although the system has not yet been fully delivered. The information is being collected through a dedicated management platform, while the “My Water” platform is already operational and being used to process consumption data.

The Organisation’s plans also include the establishment of a modern Control Room, which will later evolve into a comprehensive monitoring centre for all critical water infrastructure in Limassol. Under the current funding framework, the procurement of the necessary servers and the creation of the basic infrastructure required for data collection and processing are also foreseen. In addition, the Limassol District Local Government Organisation is preparing a new mobile application, expected to be available by September. Through the app, consumers will be able to monitor their water consumption, receive alerts regarding unusual usage patterns or possible leaks, and access useful information about water supply services in their area.

It is recalled that, as previously stated to “Entrepreneurial Limassol” by the former Director of the Limassol Water Board and current General Manager of the Limassol District Local Government Organisation, Socrates Metaxas, the investment aims to provide continuous online monitoring of water quality and pressure. This will enable the Organisation to detect leaks and network problems at an early stage while improving the efficiency of water resource management across the district.
