"Small towns" arising around the Limassol-Saïtas motorway

The Educational and at the same time residential zone, which is developing in the wider area of Palodia, around the under construction first phase of the Limassol Saittas motorway, which is 3.6 km long, from the junction of the "Palais de Sports" to the passage to Palodia, including 6 km of service roads, is becoming increasingly large. Close to the indoor stadium is the private PASCAL Primary School and somewhat further north, the construction of the new state-of-the-art PASCAL school complex, which will accommodate all levels of education, is at an advanced stage.  It will include 28 classrooms for the primary school and 36 for the secondary school. As well as workshops, art spaces, a music studio, a heated swimming pool, football, basketball and handball courts, a gym, a modern library, an indoor auditorium, a restaurant and a cafeteria.  

Work is underway to expand the state-of-the-art facilities of the private primary and secondary school, "The Heritage Private School", the first to be established in the area, which will increase traffic to and from the school. At the northern end of the road, 'The Island' private school operates at its temporary premises. The owners' aim is to build permanent facilities, expand the school and at the same time create a residential area, with an extensive internal network which will connect to the highway.  The Island Private School of Limassol started with 700 students and is expected to reach 1600 this year.  It has five laboratories, two art studios, a swimming pool and an outdoor and indoor sports base.

Further south, the University of Limassol  which has started plans to be built and as has been published it is a partnership between the Private University and the well-known construction company BBF which will include, a University with student accommodation, a Research and Development Centre, single residential complexes, a photovoltaic park, as well as additional commercial uses and catering facilities.

An even larger and more complex development, is planned the area by Rofeno properties Limited, whose preliminary cost is estimated at €856,000,000 and falls within the parish of Agia Fila.  According to the Environmental Impact Assessment study submitted to the Environmental Authority the development will include, Private School, Medical Institution - European Branded Rehabilitation Centre, that will be supporting a number of Assisted Living Units, Research and Innovation Centre, a Business Park, Sports Facilities and an Organised Multi-Activity Sports Centre, as well as a single and organised Residential Development which will include basic retail and leisure infrastructure.  It is expected to be constructed in phases until 2030.

As the District Engineer of the Public Works Department, Panikos Panayiotou, told “Entrepreneurial Limassol”, these developments were not included in the initial planning of the construction of the motorway, as they emerged along the way.  He added that what they greatly affect is the services to which they will have to be connected, resulting in the case of the Electricity Authority of Cyprus (EAC) in 4 plan reviews and as many more from the Water Development Department, Water Board of Lemesos (EBL) and Cyta.  He pointed out that each amendment causes some delay, which can be invoked by the project contractor.

Regarding the highway under construction, there is a serious possibility (after the necessary approvals are obtained) to enlarge the two roundabouts that have not yet been built, at the complex junction of the above mentioned Schools (it is still in the earthworks), in order to avoid a traffic problem due to the increase in the flow of vehicles. Further, once the first phase of the road is completed, Public Works will proclaim the construction of a temporary roundabout, at an expense already paid by the owner of "The Island" until the permanent roundabout provided for in phase 2 of the project is constructed.  The latest timetable set for completion of the first phase of the Limassol Saittas road is the end of September 2024.
